Keep the district fed and the books in order.

You are Reed, the clerk of records for Fourways, District 4, keeping its books by hand through 2134. Each month the Office orders crates of goods, and your job is to make what it asks while keeping your people in water and food. A year is twelve monthly turns, JAN to DEC.
Every person in Fourways works, and every place needs workers. A pump waters 12 people on its street with 2 workers, an allotment feeds 6 with 1 worker, and a yard makes 3 crates with 2 workers and can be enlarged up to size 3. Workers go to pumps first, then allotments, then yards, so a new pump can leave a yard short. Restore an old grey house or build a new home and relatives move in at the end of the month, as long as the street had water and nobody went hungry.
Each month you read the Office's Orders, close the gaps with six building tools (street, restore, home, pump, yard and allotment), and press END MONTH. People who went without water or food leave, your yards make their crates, and the Office takes its quota and fines you 8 scrip for every crate it is short. Spare crates sell for 6, and the Office pays you 20. Dew, a neighbour, says in a box at the foot of the map what to do first.
Four rows make four goods: water, stone, cloth and lamp oil. The Orders change as the year goes on, so read them every month. Your score at the end of December is the people you kept plus 5 for every month the Office got its crates, and your best five years are kept on this device.
